well, the explore url you point to has a spectrum that shows emission lines, thems the tall vertical peaks in the graph, and the value for z is 0.316, which is a largeish redshift, possibly on the borderline for QSOs (my memory says QSOs start cropping up at distances of about z ~ 0.3, but my memory lies to me at times).
SDSS has flagged it as a galaxy, then again another bit says it's a faint qso.
If it isn't a QSO it's certainly an active emission line galaxy, possibly something called a BL Lac object, which are kind of relatives of QSOs, but are elliptical galaxies
Although it could be something called a BCD, or Blue Compact Dwarf galaxy. Possibly one for the experts in analysis tips?
